Paul Burstein is Professor of Sociology, Adjunct Professor of Political Science, and Stroum Professor of Jewish Studies, emeritus, at the University of Washington Seattle. His most recent book, American Public Opinion, Advocacy, and Policy in Congress: What the Public Wants and What It Gets (Cambridge University Press 2014), is the first that attempts to generalize from a random sample of policy proposals about the impact of public opinion and advocacy on policy change. His finding that neither public opinion nor advocacy strongly influences policy raises serious questions about how democracy works.
